			<content:encoded><![CDATA[<p>JEFFERSON CITY — Hundreds of people rattling pennies in plastic piggy banks rallied Wednesday at the Capitol for expanded government health care. Republican lawmakers responded with a resounding no.</p>
<p>Moments after a crowd chanted and cheered for Democratic Gov. Jay Nixon&#8217;s plan to expand health care to children, the Republican-led House Budget Committee axed the governor&#8217;s proposal.</p>
<p>Republican budget writers said it would be wrong to expand a program in a midyear spending bill. They also doubted the state could afford it.</p>

			<content:encoded><![CDATA[<p>COLUMBIA — Kenny Greene remembers when trains pulled up to Wabash Station next to the Berry Building on Walnut and Orr streets to unload and pick up cargo.</p>
<p>But a lot has changed since then. The trains are gone, replaced with the low rumble of endless buses picking up passengers at the bus terminal and the scream of fire engines pulling out of Station No. 1.</p>
<p>Greene has made jewelry in Columbia on the same block next to the Berry Building for almost 30 years — 13 of which were in the building itself.</p>

			<content:encoded><![CDATA[<p>COLUMBIA — Downtown Columbia business and property owners met three separate times Wednesday to discuss the proposed Downtown Columbia Community Improvement District, or CID.</p>
<p>The proposed CID would raise downtown sales tax by one half cent to provide funding for downtown improvements. special sales tax district</p>
<p>City services currently are funded by the downtown Special Business District, or SBD, which raises about $200,000 per year. This money is allocated to beautification, economic development and historic preservation.</p>

			<content:encoded><![CDATA[<p>COLUMBIA — University of Missouri System President Gary Forsee scheduled a campus town hall meeting Feb. 20 to explain changes to the university&#8217;s retirement program that require employee contributions to pension plans. He said he intended to address other measures affecting faculty and staff, including wage and hiring freezes and potential furloughs.</p>
<p>The meeting will be at 9 a.m. in Jesse Hall Auditorium.  A series of sessions has been scheduled at each of the four campuses and the University of Missouri System to answer questions, Forsee said.</p>
